Now gather thyself in troops, O daughter of troops: he hath laid siege against us: they shall smite the judge of Israel with a rod upon the cheek.

Verse 10

This seems to refer to those happy times when the Jews shall be converted and restored to their own land: and all their enemies being destroyed, they shall have no further need of cavalry or fenced cities.
