I lifted up mine eyes again, and looked, and behold a man with a measuring line in his hand.

We learn from Josephus, that Jerusalem actually overflowed with inhabitants, and gradually extended itself beyond its walls, and that Herod Agrippa fortified the new part, called Bezetha.
